Road Building - Work Zone Safety ANSI Standard

Greetings - Curious if the folks on the List saw this one. This is to me is an important standard. There have been a lot of incidents involving road building and this caught me by surprise as I did not know the official draft had been released.

Winter is in the air! As you may know, that often means a lot of ASSE members are already starting to plan for the road construction season coming up in 2009.

During the last several years ASSE and the A10 ANSI Accredited Standards Committee (ASC) for Construction and Demolition Operations have gotten literally hundreds of comments along the lines of "..when will there be a standard for work zone safety and highway construction?"

Well, we are very pleased to say that the A10 ASC has heard these comments and worked hard to release a proposed draft standard addressing this issue. You do not need us to tell you that work zone safety is a significant issue and has been hot in both the private and public sectors.

The scope of the proposed standard is:

1.1. Scope. This standard covers workers engaged in construction, utility work, maintenance, or repair activities on any area of a highway.

1.2. Purpose. This standard establishes the minimum requirements for the construction and maintenance of public and private highways and roads to achieve the following objectives:

1. Prevent worker injuries and illnesses resulting from working in work zones

2. Establish safe work practices in highway work zones

3. Prevent vehicular crashes in highway work zones

1.3. Exceptions. In cases of practical difficulties, unnecessary hardships or new developments, the enforcing authority may grant exceptions to literal requirements of this standard. These exceptions may permit use of other devices or methods, but only when it is clearly indicated that equivalent safety and permanent installation are thereby secured.

Please note the A10 ASC for Construction and Demolition operations is hosting a public review of the proposed standard from December 17, 2008 to February 20, 2009.

Safety in work zones is in theory very, very simple - keep the workers

and the traffic strictly separated.

Unfortunately, in practice this often requires a major commitment of

resources from the manager of the road (usually the state)which it is

often unable or unwilling to give.

I shall note that this applies globally to traffic safety as well as

work zone safety, and is a major argument in favor of private roads.
