Excellent point, Janice. And, of course, generating evidence of positive, cost-

effective outcomes can then be used, not only to resist payer pressure, but

also to preserve rights granted in the practice act, or amend it where

warranted.

In a perfect world, the PT would clearly be the decisionmaker on PT issues

and pt. care, not the ATC, and that is something that would need to be

delineated. The decision to delegate any care out carries risk that roles

can become blurred and clear identification of roles to administrators,

consumers and other health care professionals needs to be done to avoid any

reflection that the PT is not a necessary link in administration of patient

care.
