My answer: Absence of complaints from occupants when occupants are actively encouraged to bring any IAQ complaints and concerns and comfort issues to the attention of building management. This presumes the building operators know what they are doing (rigorous PM schedule, technically competent, etc.). 2) What is the best way to determine this information? Institute a formal IAQ complaint reporting policy in which a "facility help desk" type entity for the building will get a call from someone in a position to recognize a problem which may be overlooked during routine inspections and preventive maintenance procedures. The main purpose of a building is to allow people to function in it. If the building is not healthful, the occupants cannot perform optimally. If the occupants are unhealthy due to the building, the building is not performing optimally. That is reason enough to ensure the healthfulness of a building.
