Insulation in walls

Thanks to your good advice I have decided to only use the foam insulation in the

attic,

however, I need to ask about fiberglass batt insulation in the walls.

1. I keep my house very cold. I wanted to upgrade from the R19 called for on

the plans.

What do you recommend, an upgrade on insulation or some type of insulation board

over the

sheathing of the house?

2. It was recommended to me by the building department to take the paper

backing off the

fiberglass insulation. What do you guys think about this?

I do not know what type of wallboard I am using yet, however, if I can get some

that is

paperless and NOT fiberglass, I will use that.
