They are particularly zealous regarding handicap spaces at the local tourist attractions. Guest guest Posted April 28, 2007 Report Share Posted April 28, 2007 I am not sure about the different " Zones " but in NJ you can park at any meter and not have to pay the meters, as a courtesy people often put in the first quarter, perhaps to avoid huffing and puffing and rolling of the eyes by observers.
