This bill S.3449 is very important Section 103 calls for the

use of functional behavioral assessment for all students with

behavioral problems and MH conditions or at risk for MH

conditions instead of suspension and expulsion...Please

consider that we do not want to poison pill this bill...

Wording that might be helpful would be things like " Postive

Behavioral Support based on the priciples of behavior

analysis " or " " Considering the importance of functional

behavioral assessment, having a person on the support team

who is board certified in behavior analysis would be

essential to ensuring that students are truely recieving

services wiht high integrity. "

Also, the bill can be strengthened by changing Mental Health

to Behavioral Health...This would allow for greater coverage

of neurodevelopmental disorders....
