OK, I will tell you from the position of working with a commuity college.

Which may or may not deal with a high school (but feel it probably does) ,

We did hae a " collegiate high school " .

If someone is going to be working with a high school level student (and it

was possible since we had a " collegiate high school " which meant that the

possibilty was that one would work with a " high school level " student, then

we were required by law to require the instructor to go through

fingerprinting, etc. process.

And this was Florida.

wow I've never heard of anything quite like that!  having to pay to volunteer??

sheshh  that IS insane!!

At the Junior College where I volunteer, I had to fill out paperwork. Read rules

and sign that I understood them, there was no fee involved.

I had to pay for finger printing and a background check before I could take the

Master Gardener training. I understood what that was for, but this school

district will not accept my records from County of Los Angeles. They want to do

their own.

I wonder how much of the $40 is some sort of profit.

The dumb part is that they won't take the fingerprints you already have on

record with the state as good enough.

Years ago, when I first retired, I volunteered at the Fullerton Arboretum. They

made me join the the Arboretum Society. That fee was tax deductible, so that was

ok.

It is not a matter of just the fingerprints, but they have to do a criminal

check and that needs to be current.  That money probably all goes for the

criminal search.  I just don't know why it is necessary if a teacher is there 

to supervise and make sure of what goes on.  If he had kids by himself then I

understand, but here the teachers should be there when kids are working on

things and he won't be there at other times.  Conditions are not the same as

someone who works in the school on a regular basis.  When a parent comes into

the school, they don't have to have a criminal check even if they are observing

the classroom of the student as the teacher is there at all times.  Custodians

have to have a check as well as they have private areas in the school that could

be secluded and when working on a regular basis, kids could be influenced and

harmed.  But someone who was just coming to help with plans during a period or

two a day isn't the same

as the teacher should be there unless they want to dump kids on the volunteer

and the teacher take a break. That isn't appropriate.    Some schools actuall

pay to have people come and help with gardens at school.  Really stupid isn't

it.  Maybe you can get other parents who would agree with you and who could

approach the board to tell them they should be paying your criminal check fee. 

If  you have enough parents and they go to the superintendent and to the board,

you would likely get it taken care of.  There is political power on boards. 

They get elected by the people in the area.  Try to get people organized. 

Might try starting at the PTA and telling them of the problem and charge to

volunteer and tell them what you can do for them and they have turned you down

unless you pay them $40 to come and volunteer.  Think " how can I influence them

to have a gardening program here " instead of just accepting their initial

denial.

I was in Ohio and fingerprint and criminal check was necessary there. 

Community college is different as it is college not high school.  Though it is

true that they could have college students so I don't know about them.  I only

knew that substitute teachers had to have the criminal checks and they have to

be updated every so often.  I don't know what they do for their certification

to teach but that is state level and they have to have a criminal check when

they work in the school system, or at least the county office there as they did

the tests, etc. from the county office.

In public schools it is to ensure safety of students and prevent school

liability in hiring people with records.  If they have a felony, they cannot

teach. If there is any violence they can't teach and that could be just charges

in relation to custody dispute and something filed by the other. Can over come

that but they checkit out.  And it tries to exclude pedophiles as well. 

Anyone with porn or history of molestation or staring in windows, etc. are not

hired.  If they don't search, and something happens, then the school is liable

for not being more careful with their hiring practices.

When I was taking my EMT course at Mt. San College, we were all warned

by our instructor that a security check would be done, and if any of us may have

any kind of warrant, just leave NOW. Or the class will most likely be crashed by

the cops/fed marshals/etc. and drag someone's sorry ass away.

It's just another means of trying to catch those on the lam. That's all. Which

is one reason why they do fingerprinting to confirm you are who you say you are.

This is a local elementary school. The garden is currently for pre-schoolers. I

would only be there for advice. I have an appointment with the Princpal on Tue.

If she wants me, I'll go to a board mmeting with my creditials and ask

questions.

Wow, Border… 400 to 500 inches a year. Calculating on the low side that's 12

million gallons per acre per year. That is definitely wet! How much do you get

in Kenai?

I don't think it is just California.  I was really surprised when I came to

Florida and got the " watch " list for sex offenders on email.  There were so

many little blocks where sex offenders live and work that I was shocked.  There

were 2 in my mobile home park (55 and over).  They seem to have gone though

according to the map I look at from time to time.  but how many don't register

when they move?

Why do you need to be fingerprinted and have a background check to become a

Master Gardener? That confuses me more than the volunteer thing. Though I agree

it's silly that they won't accept what's already in file - unless it was so long

ago they think you've fallen into bad ways and need to be checked out again.
