I found the analysis of the actuarial cost to be very interesting. http://www.huffingtonpost.com/liane-kupferberg-carter/the-one-two-punch-of-auti_\ b_652663.html I think some quick math of the success of ABA at lowering long-term support costs for people with autism against 1/2 of 1 percent increase in premiums would show a pretty significant cost-benefit ratio. I've seen estimates for the average cost of health insurance to be around $12,000, meaning that the increase due to covering ABA (by the way, NY's plan is for life for the individual) would be $60 per person.
