First, you can't enroll your children in school without proof of vaccination. I'm not sure how well that really works though given the sorry state of virtually all the schools here. Other things they tried were sending health clinic vans into the projects and other places, but still people weren't overly bothered. The latest thing is holding raffles and block parties to at least get people to come. Still not sure how effective it all is. As for those who don't get the vaccines for fear about them, perhaps the best course of action will be to target those who are crying out against them, like the lawyers and celebrities. if there is an outbreak and children get really sick, instead of suing the doctors, sue those people instead.
