I had the surgery done this past year on both feet and am still recovering. My insurance wasn't going to cover any of it for a preexisting condition, but I was able to get a grant from the hospital so I didn't have to come with any money. I also now that the MD clinic wouldn't help with surgeries but will help with devices and AFOs. So I hope all the best for you and your son. It seems that the squeaky wheel always gets the grease....so here is a thought or two. If your son's family has already exhausted all researh into insurance coverage, or assistance from doctors and hospitals then their situation is one that should be brought to the attention of your local newspaper or television station. People set up funds for helping others all the time. Maybe your local bank would start a fund. Sometimes local church organizations will help to sponsor a fundraiser and dedicate the funds to a specific purpose. Maybe your grandchildren's school would hold a fundraiser...contact the principal and explain the situation. As Ty stated, MDA will not be able to help with the surgeries, but I do believe they may be able to point you in some alternative directions in addition to helping with assistive devices.
