Actually they can but it does little good without working nerves to fire the

muscle. A guy at Mass General did some work with a Tens unit about 2002ish and

his results were ok but there wasn't much benifit gained for the cost.

Really muscle loss is only indicative of loss of nerve function, if some magic

bullet is found the muscles will come back with use. It's maintaining nerve

function that you should focus on.
