Weight training question

Hopefully someone will be able to me help out with this question.

I got the following weight training programme from the Charlie Francis GPP

Primary Lifts:

1. Power clean

2. Bench press

3. Back Squat

Secondary Lifts

1. Lat pulldown front

2. Romanian Deadlifts

3. Military Press

4. Seated Rows

I'm wondering what sets/reps would the primary and secondary lifts be?

What would the % of max for each exercise be?
