At least one of the libraries at Hunter College in New York has restricted

access. I imagine that it would be more common in very big cities, for

security reasons.

Under federal law they are not allowed too, but since most people are

unaware of this, many routinely restrict access, although I don't recall

this being a problem at the UW.
