I am not a subscriber to the 1RM as being the " only " 100% Intensity School. So I subscribe to ALL RM's as 100% intensity. (2RM, 4RM, 10RM, etc) Additionally 100% Intensity is, and can only be expressed in the moment. It is a performance to ability expression. . It should also be established that we can apply " high intensity " to anything from a partial rep or static application of force, all the way to any work out, cycle of work outs, or for that matter any activity, where we can establish that we have increased the magnitude or density of output to that activity.
