They didn't have a civil gov't. Whatever you think of their justice

system, it was privately administered.

Medieval Iceland was the same way. And their system lasted for longer than

the United States has been in existence. Not to mention that we have had

a civil war that took the lives of hundreds of thousands of our

countrymen.
