It is defined by the ratio of world energy production and population. Basically, it states that industrial civilization has a life expectancy up to 100 years. Without energy, no more emissions to foul up the atmosphere. It just won't be an issue IF we slide down the slope into darkness. Technology will cease to be an option for most anything, at least our present day idea of technology, if you hold the theory.
