A non-bioidentical hormone would be something like what you find in soy, chemicals that mimic estrogen in their effects, which fit the same receptors, but aren't the same molecule at all. Synthroid is T4, levothyroxine, the same identical molecule you find in Armour and in a functioning thyroid. So, what is the " normal " range you are citing for TSH and T4 in your 13 year old. That is one of the most controversial of definitions, but you refer to it as if being in the " normal " range would insure you of perfect health.
