Much of the signal we see in the cortex is " noise " , actually firing patterns from neurons all over the brain. Certainly if you change what is happening at F3 and F4, since they meet at Fz, you would expect the effect to appear there as well. The reason we look at Fz separately in the TLC is that, if we DO see large differences at Fz, then we must consider the possibility that we are seeing the " shadow " of the cingulate projected up onto the cortex.
