Dunno. This is America, don't forget. We have some of the lamest people

in the world forming all sorts of unnecessary associations, etc.

Negative, the organization was once mentioned on one

of those " investigative reporting " programs, like 60

Minutes or 20-20. The founders - parents of someone

who died through what they believed was dispatcher

negligance - were briefly featured and they spoke of

working to expand their small association. However,

*I* never saw another reference to them and haven't

been able to locate a pertinent website for " PANDA "

(either by acronym or spelled all the way out) ....

It was started in Florida, I believe, in the early to

mid-90s - I think - and I don't know how far it's

spread.
