I understand COMPLETELY about not having the equipment to get the job done right, BUT..... This is something that affects not only those people in your department, but elsewhere. It is not our policy, but NCIC's policy that gives the time limits on confirmation request and how it should be done. Lawsuits against departments in the past require that things be backed up by documentation, therefore the paper confirmation request/receipt is very important. It also requires that the check be done with the orginal report, hence the reason you have your officer pull the report. I understand about the hoops that you have to go through in order to get and receive confirmation. Really, I do. I'd be pulling my hair out if I was in your position. But also understand where those other agencies are coming from.... There is an officer out on traffic. A stolen vehicle hit is received. The YQ is sent, we get a call. " I got your request. I'm having an officer come in in to pull the report to be sure the vehicle is still stolen. It'll probably take 30 minutes. " Now we are in a dilema... We don't have any confirmation that this entry is still valid so the officer has to make a choice - do we hold this guy, or do we let him go? The officer on the street has time constraints too. Please remember, I am not faulting you, the dispatcher - but the administrators that allow this travesty to continue. I know all about it since we are normally in the similar messes. I DO HAVE A SOLUTION YOU MIGHT TRY!! It works in our agency, so it might work in yours. You might try to relocate the case reports that have items entered into NCIC. When we enter items into NCIC/TCIC, we keep the original report in dispatch. Records will check the entered box every morning for new reports so a copy can be made for their files. The originals are checked and filed by me in a filing cabinet in the dispatch office. (Actually, the filing cabinet is a armlength away from the dispatcher now. At the old building it was across the room, as opposed to across the hall behind a locked door.) The records are EASILY accessible to the dispatcher at all times. No need to call someone else in or even leave the room. The ORIGINAL report is in dispatch, while a COPY of the report is in Records in the filing cabinet. When the items is found or the record purged, the ORIGINAL replaces the COPY in the Records files. Easy! At least if you can't get the tty off within 10 minutes, you were able to check the original report and are now able to make an informed response to the agency while you struggle with your outdated computer to send the YR!. We will also tell you that we will be sending you a YR response shortly. Bare with us, don't complain to DOJ that you havn't recieved a response.
