Moisture can wick it 'up' concrete from ground below is there is excess moisture and of course if it can't evaporate, then you would have moisture caught between concrete and wood above it. I took out a huge tree next to house since it's roots were what caused damage to foundation. I wish I had tackled that problem in a different way since the extensive roots of the huge 'water maple', named for it's need for alot of water, and ability to soak up lots of it, left foundation around and under house newly too wet, and water puddles started to appear on garage floor after a heavy rain after the maple was taken out even 'before' I pulled car in (so water was not brought in my wet car), and no trail of water there from elsewhere, just 'rose up' from ground below. I didn't realize concrete was so poroused until then. I was doing to paint garage floor but throw out those plans because paint of garage floor would just 'mask' problem, so I am leaving it unpainted, this way I will know when I have finally solved problem...building up soil line, adding plants which will have deep enough roots, etc. I would only paint or put any other material on concrete if concrete was above ground, not lying directly on ground. This is old house so if newly laid concrete has 'vapor barrier' and vapor barrier protects against water or that is what it is, then maybe okay.
