There were whole communities of people living in cardboard boxes in Chicago, gradually grew up over years of the Reagan administration, when we were waiting for the trickle of money to come down but instead of investing in the country's future or creating more jobs, they bought themselves 3rd and 4th homes, while other people created homes out of cardboard boxes and other people moved into their cars. Gives me that 'deja vu' experience to see this project being deveveloped now during the Bush Administration. It's a trend of trickle down economics.
