Guest guest
I think that what they really NEED to do is to improve our not-very glamorous nuts and bolts emergency 'surge' capacity, specifically where it applies to bioterror and decontamination, especially in cities, which implies the police and fire organizations and especially - former public teaching hospitals - many of which have been privatized and taken over by chains.. The problem is probably that many of the people who are holding the purse strings don't want to send that money to these (unionized) big city hospitals or (unionized) first responder organizations - they would rather spend the money on (profitable but often unproven) 'big science' (some would say grandiose) projects done by politically well-connected firms.
