A Pennsylvania man who's been ordered to stop construction of an allergy-protective shelter for his wife says building it is a matter of life and death. Craig Bowes of town installed a special a modular housing unit in his back yard for his wife, who suffers from multiple chemical sensitivity. The two could no longer afford to have her stay in specially designed chemical-, mold- and pollen-free housing in Texas, and they were tired of being kept apart by her illness. But a neighbor complained, and South Whitehall Township ordered him in January to stop work on the unit the couple called " the bubble. " Bowes' zoning appeal was denied last week.
