How many people have to get sick before they make this illegal?

Clearly, whatever market mechanisms that are supposed to protect people from

this are nonexistant or broken.

If they condemmn the building, the tenants, uh, owners won't have anywhere

to live and their investments will suddenly

have lost all of their value.

Something here does not pass the smell test. And it isn't the mold.
