I put a filter on my cold air returns for the same purpose, to keep air and also ducts clean. I was told about the air restriction caution but I added an 8 " fresh air intake so that increased the amount of air I am pulling in. However, now in summer I close fresh air intake since it brings in too much humidity and it doesn't seem to be a problem for air handler. I wouldn't put too tight a filter on cold air return. If you have hepa or tight filter elsewhere in line, maybe a MERV 8 would catch pet hairs etc. If you are talking about registers that put air *into* room, I figure by the time air gets there it is clean and I leave air handler run all the time so air flowing out should keep them clean enough, so I put nothing over those registers. If you have air handler go on and off though, dust could settle down in there. My aunt used to put " cheesecloth " over those registers. It just catches the big stuff and she cleaned registers' catch area out when she cleaned room.
