Yep, it's legal for states to charge for EI services. In Illinois, you

have the choice to use your insurance or EI. Since our fee is minimal

and not collected, I opt for EI to pay for anything I can. I believe

it's illegal for them to require you to use insurance first.

I agree that it defeats the purpose of the program if the fees are

high. I'm surprised that IL is doing well in this area since we seem to

be at the bottom of the list in most other areas.
