UIL has no regulations regarding EMS coverage at any event. It's not TEA. TEA would put that on UIL. It's strictly a local decision. In most cases, the decision regarding EMS rests with whomever runs the facility (since the liability rests with them). If you're playing in Texas Stadium, for example, the folks at Texas Stadium may mandate EMS coverage. Same at many public school stadiums.
