Next time you go back to look at that house, check all along the foundation for any cracks or areas where water could pool or seap into/under the slab & make sure all down spouts and any drainage pipes are clear & not clogged & that spouts are designed to drain water away from the house. Also, I have an office/4th bdrm above the garage & that is one of my most problem areas (even though, there's no smell in there), probably from parking wet/snow covered cars inside before letting them dry off or could be leaking windows or both! I'm looking at another place at the moment, and I'll check the foundation. It's a townhouse and it's paved all around the foundation. I don't know if that's better or worse than soil. There's a very slight slope to the ground. I guess that's a sign that run-off isn't all going to be going away from the foundation. Every place we look seems to have a slight cause for concern....
