Who licenses the insurance companies? Who charters their corporations?

I think that they have crossed a line. Corporations are supposed to only be

chartered if that charter serves the public interest..

If they represent themselves as offering a way for people to manage their

risk of getting sick and then they fail to deliver on their promises, I

think Houston (or Austin or whatever the TX state capital is) has a

problem..
