Most (all?) old vinyl or linoleum flooring contains asbestos and as such it becomes a MAJOR health hazard if it is deteriorating.(falling apart-) It should always be covered with something else flooring wise or removed by qualified people using appropriate precautions to prevent its 'friable' dust being spread into the air.
