Then I'd recommend that they choose a city that serves as an airline 'hub' like Denver, Dallas, Minneapolis, Chicago, Atlanta, etc. The committee could choose its own chairperson. There are a bunch more people that would also deserve to be on the committee, but then it gets to large to function.
