National Toxicity Program says they are unable to test mold on animals in high humidity environment?

I watched this the other day and I was speechless but it appears that

the NTP will be doing studies on dried out dead mold only because they

dont want to expose laboratory animals to humidity levels in excess of

50% because that would be cruel and unusual.

Could someone else watch the December 6th event and verify to me if

they are really saying that? I was so angry that I am not sure if I

heard it correctly.
