I do not understand the logic behind sending TT's to a region or statewide broadcasts except on special circumstances. What I am referring to are unsolicited BOLO messages. An agency may opt to send a teletype message to 6 different MNE's (agency identifiers). Why then, do I get so many BOLO's that do not apply or pertain to my area? On a daily basis, we receive 100-200 teletypes from different agencies which we shred automatically. These come from Southern California OR out-of-state, and are generally addressed to ALL agencies in California. Pardon me, but why do I care about a BOL/ATL on a subject on foot? Good example, just received one from Concord PD addressed to Contra Costa agencies. However, they sent it to all CA agencies. The subject is on foot and possibly suicidal. Don't worry... we'll catch her. Only about 50 more hours of walking time to wait. Our agency may be old school, but we don't use the statewide BOLO's unless the offense is a felony, is something like a 211 or 187, and where a vehicle is involved and/or expected to be enroute to a different area. We don't laxidazically send them to everyone. We send quite a bit of local TT's to advise nearby agencies. Also, doesn't DOJ frown on this happening? BOLO's are supposed to be short and to the point. I was somewhat taken back when I received a three page, word for word narrative of a 261PC (rape) that occurred. They even had the suspect in custody. Need to know, right to know stuff.
