District 1 (Tyler's home district) pays for him to go to school in district 2. District 2 had Tyler's IEP and did not inform district 1, the story is they wanted to make sure Tyler was coming back next year. This is the first year that district 1 is sending kids to this school. District 1 will not accept any IEP written up by district 2 since district 1 is paying (A WHOLE LOT OF MONEY) for Tyler to go to school. District 1 wants to be informed about how Tyler is doing so if they can bring him back into a school within the district, they can.
