For any of you who may be trying to get waiver funding in your individual states this site could be of some service to you. You can access the Federal rules and regulations surrounding the waivers through this site. How money funding works for waiver is the Federal government will fund 60% to states and in most states they put up 40% with county agencies coming up with 10%. When states accept waiver funding from the federal government they agree to follow the federal rules and regulations surrounding the waiver. Knowing these rules and reg. can be of help to you when you are being denied certain services when you have waiver and also in some cases where you have been told you don't qualify for waiver. I have tried this avenue countless times in getting funding for 's deaf home (which is being developed through waiver funding). It has worked for me in proving that the county MHMR agency was not following federal rules and regs in denying me certain funding.
