If your parents own the building, why don't you, wearing PPE, slowly and methodically go around, identify each problem, and fix them? Then clean the whole place up with abrasive cleaners and wash WELL.. Then insulate and weatherproof the c*** out of everything, and set up powered ventilation. It might cost something in materials but not much, your time would be the biggest cost, you would save the money on rent in just a few months, because you wouldn't have to move into an apartment that cost three times what you are paying now, and your future medical bills would be lower, and you might live a decade or two longer because of the reduced illness and stress and toxicity . If you figured out the total cost, you would be saving at least six more probably seven figures.
