This plan overview is an official inter-departmental document. 930 doses of the swine flu vaccine have been stolen off in a refrigerated truck in Milwaukee this week - illustrating the coveted commodity that the vaccine has become.

Police found the truck about 40 minutes after it had been stolen and found the supply of vaccinations untouched, leading authorities to believe that the culprit(s) had been more interested in the truck itself than the precious cargo inside.
