i would definitely call that a production breeding facility. though

you are right, it's very hard to define a legal difference between

this and another breeder who makes sure their dogs are pets and well

socialized. it is also where careful and caring buyers are necessary

and unfortunately too many people are caught up in what they want more

than they are willing to take the time to find a dog from the best

situation.

i also know so many people who treat pets as if they are disposable.

i dont know how you can say you love pets when you give them up at the

slightest inconvience as some people i know.

i think you would have to make the laws aimed at the medical care and

health of the animals and space to get them to suceed.
