dog jumping when in treadmill

We have a labrador post TPLO who is having hydrotherapy in an underwater

treadmill. The thing is that he just won't stop bouncing/jumping up, the

hydrotherapists have hold of his collar and harness but are really unable to

control him and think he may well injure himself. They are afraid to put him in

the pool as feel he will not swim in a calm controlled way.

Any tips on how we can calm him down, his owner is really keen to keep up with

this rehab?
