I can use a fan in the summer but not when it is -20 with -45 windchills... even if it isn't facing on me directly it still makes the air cold. I have had one near my bed since I was in elementary school. They cost about $10 and work great. At work many people use little fans on their desks although we are allowed to have box fans in our offices. The difference in noise levels is amazing. When I still lived at home and needed some noise in my room, I used to use a fan heater that also had a cool setting. I used the cool setting in summer and the heat setting in winter.
