We attempted to apply for Medicare but were told by Social Security that she is not eligible because she does not have enough credit hours. We were also told her deceased spouse did not have enough hours either. Is this patient really not eligible ever? Or since she is receiving Social Security does she qualify?

No Medicare ever is a pretty safe bet. If she reaches Age 65, the state might buy A and B for her, in Oregon this is done to shift costs from the Medicaid system.
