Donor Complications after 12 years

Hello all:

We received a call from one of our live donor transplant recipients who was transplanted back in 2000, and still actively follows with us. The recipient's donor has a pretty significant incisional hernia in/on the scar from her nephrectomy. Are there any regulations on how long the center is responsible for donor complications? Also, I am certain that there should be inconclusive proof that the nephrectomy is the cause of the hernia, is this accurate
