The MR need to be top official, who has full powers to implement effectively the systems, and other details informed by our other friend. Rgds Dinesh STRUCTURE AND RESPONSIBILITY Responsibility : The attached table shows the responsibility of various functions. FUNCTION RESPONSIBILITY Head of the company · Formulation of the Environment Policy · Getting regular updates on the safety and environmental performance of the organization. · Appointment of the MR. · Appraising the Regional MFG Leadership team about the functioning of ESHMS. · Providing resources like manpower finance etc. · Enforce operational activities pertaining to ESHMS. · Distribution of responsibility at operational levels. · Sanctioning/ Approval of ESHMS objectives and targets. ESH Manager/MR · Accessing and identifying safety and Environment regulations applicable to site · Getting regular updates on the environmental performance of the ESH Dept. · Ensuring compliance with applicable Environmental regulations. · Appraising the site management on environmental compliance / Safety compliance. .. · Submitting Annual Environment Statement to KSPCB · Liasioning with Factory Inspector rules compliance. · Identify Emergency conditions in site operations and advice on preventive measures. · Preparing, documenting and taking regular trials of On-site Emergency Plan (OEP) · Communicating observations of OEP mock drills to concerned depts. for corrective action through leadership meetings · Updating OEP whenever necessary after mock drill. · Ensuring Environmental, safety & health regulatory compliance · Updating the Environment/ safety Register of Regulations.(Legal Register) Departmental Heads · Ensuring that the ESH Policy commitments are met by all the department executives and workmen. · Getting regular updates on the environmental performance of the department & updating aspect impact register. · Ensuring proper maintenance of ESHMS documentation and document control procedure is followed. · Maintaining data / information related to resources consumed and pollutants generated by the department and ensuring that these are being reported to the Management Representative. · Ensuring that ESHMPs are implemented as per the action plan outlined and the various stages are completed within the stated deadlines. · Ensuring all Operation Control procedures (OSH/ENV) are being effectively practiced by executives and workmen. · Ensuring all records to evidence the implementation of ESHMPs and OCPs are being maintained. · Undertaking to arrange any corrective and preventive action related to any nonconformance or potential non-conformances that are raised. · Doing training needs assessment of both awareness and competence, on a regular basis. · Carrying out awareness and competence training where required. · Maintain internal communication with employees for complaints / suggestions. · Maintain calibration status log environmental performance indicator. · Coordinate with ESH Manager for emergency scenario anticipation and preparation of procedure. · Training of Contract personnel involved in constructions or Maintenance activities · Engineering/Maintenance · Monitoring of key environmental parameters like , Electricity, Diesel and LPG etc and give feed back to MR. · Provide assistance for calibration of all instruments linked to ESHMS performance at all departments(wherever applicable at present) · Assist departments in finalizing cost estimates for the ESHMP's. Admin · Inform receipt of new chemicals to Admin Manager for the inclusion in MSIHC Rules. · Communicate relevant OCP to suppliers. · Renew Public Liability Insurance Policy every year. · Compile information of solid waste disposed (Non toxic) · Label Hazardous chemical containers as per MSIHC Rules. Finance · Compiling Budgets for including ESHMS Budgets. · Projects · Inform the MR on any new Projects / major modifications / developments for inclusion aspect -impact, Risk register. · ESHMP to be developed and communicated to MR.
