Guest guest Posted February 13, 2001 Report Share Posted February 13, 2001 I am preparing an article for APCO's Journal of Public Safety Communications on what is called " Express Dial Tone " in our area (and is called, I am told, " Soft Dial Tone " in some areas, probably other names in other places). Using our area as an example, this is when someone's land line service is discontinued for whatever reason but the telephone circuit remains active to the extent that anyone can still pick up the telephone and dial either the telephone business office or 9-1-1 for emergencies. In our area, it is not possible to call these numbers back as dialing such a number reaches a " not in service recording " . Previously, calls to us from such numbers came in to 9-1-1 with ANI but an ALI of " No record found " . On hangup calls, we then had to contact security to determine the origin of the call, adding time to the response. After working with our telco (then GTE, now Verizon), we now receive presumably accurate ALI with the call. If, however, it is a hangup call we still must respond a unit to each of these calls. I have heard, unverifiably, that in some areas, 9-1-1 CAN call these numbers back. I am interested in receiving information from both the emergency services and telephone company sides of this issue, whether it be how it works in your area, good things or bad things that have happened by its use, etc. To minimize bother to the members of this reflector, please reply privately as indicated below.
