A coupe of students wanted to know the answer to the same question you posed. And, since I had read through your post, I had a ready made answer. My former husband used to say that he had two birthdays since he born shortly before midnight during DST. " But what about the 2 AM cutoff? " I would ask. " The rules weren't the same in the 50s " I was told. Whoever designed the clock on my GE oven did not imagine DST and someone with arthritis having to change the dang thing with its tiny dial knob twice a year. I'll tell you where to go!
