I have looked at the paper you found but think that the " floating point " technique that they are using is the equivalent of the " virgule flottant " , an IT/mathematical technique used for rapid calculation in several areas including CT. I was however convinced that my " foyer flottant " was something physical so I continued searching most of the afternoon. Finally I came across a Siemens American video on one of their CT machine under " z sharp advantages " showing how the X-ray source is rapidly very slightly displaced in the z axis to improve resolution of small objects which they called " floating focal spot " . This fitted with my French definition and having found that I managed to confirm it by finding some other references to it e.g. http://images.ctisus.com/cta_web/12_06/AR_12_06_CTA_Fishman.pdf Almost an 8 hour day to translate a couple of words!
