This is really a problem in most agencies... Including mine. We only require 10 wpm in typing..... we're currently using two computers and will soon have another.... We also require a written test.... the applicants are sent a study guide with all the answers... then take the test on testing day. So... basically... we have no qualifications. There's a reason for this..... The pay is so low and the conditions are so bad.... If we had tougher qualifications, we would never be able to hire anyone.... The " catch 22 " in this is that state personnel says they can't get us any more money.... because our hiring qualifications are so low...
