Instead of a law dictating how to perform an inspection, which differs with every house and situation and occupant, they are requiring a minimum level of education, training and experiece. Further, it will be independantly verified by organizations who themselves are independantly accredited so no one has a vested interest in the outcome of the inspection. If the law slows down bad mold detection then the law will have achieved a good purpose.
