Some people have had a nice income but are in trouble financial as we all know from mold exposure or out of work or doing parttime or have expenses like parent's who are ill. Anyway, organizations that have this, have a stated fee with statement that if your income is low, that you have a sliding scale and for that you ask for proof of low income.
